I'm using Pano2VR beta 3.
This only happens in HTML5
I have a bunch of popups that I've set the visibility to false. They are in the upper right corner of the screen (they're about 200x200, so it occupies a big portion of the screen). These popups also have their hotspot_proxy_id field populated.
So, if I start to pan the pano by starting to press in the upper right corner, I can not pan. If there are hotspots in the upper right hand corner, I can't click on them.

Hi
This sounds like bugs already reported, please see here:
Issue #128
Issue #130
For the moment try using the set element scale action, scale 0/0 to hide the element and set element scale 1/1 to show.
