Responsive Skin design

We have a cool feature for the specified boot sizes for images (for Mobile Content) - Max. Screen size. I would like to something like this, was existing for Editor of the skin. At least one additional opportunity to add another different skin-design (2 variant) with a detection system for any small screens.
or at least, so the ability to show/hide some elements of ONE Skin-design for smartphones
